  • PPIH trades at 8.4x EV/EBITDA, below every listed peer in the report, while its 15.6x P/E is lower than the valuation of each of the three peers shown.

Cashu Research rates Perma-Pipe International Holdings, Inc. (NASDAQ: PPIH) a BUY, with a US$42.10 model target against a US$28.50 share price as of 23 October 2026. That implies 47.7% upside over the report’s 12-month framing, although Cashu stresses that the target is a model estimate rather than a forecast. The report is dated 26 October 2026 and sets 26 October 2027 as its target horizon.

A valuation discount with a growth backdrop

The investment case begins with relative valuation. PPIH trades at 8.4x EV/EBITDA, below every listed peer in the report, while its 15.6x P/E is lower than the valuation of each of the three peers shown. Cashu also points to +24.8% trailing-twelve-month topline growth, suggesting that the discount is not simply attached to a no-growth business.
The balance sheet adds support, though not complete protection. Cashu reports net debt to EBITDA of 0.6x, debt to equity of 0.48x and interest cover of 11.4x. Period-end ROE was 16.7%, while the company traded at 2.6x price to book. Cashu’s valuation framework classifies the company as Undervalued, with a Valuation Index of 27.8%, and describes the target profile as Attractive, with a Target Index of 63.3%.
The report’s market signal is less encouraging. Its Sentiment Index is 21.15%, a level classified as Extremely Bearish because the measure indicates net selling pressure inferred from price and volume. Cashu therefore describes the valuation discount as outweighing execution risk, but says the bearish order flow argues for a staged entry rather than an immediate re-rating assumption.

Earnings are improving, but the quality of recovery matters

Perma-Pipe’s second-quarter numbers provide evidence of momentum. Q2 2026 net sales were US$59.57 million, compared with US$47.90 million in Q2 2025. Gross profit rose to US$17.41 million from US$14.42 million, while income before income taxes increased to US$3.87 million from US$2.75 million.
Cashu says pretax income increased 40.6% year on year in Q2 ended 31 July 2026. That rebound sits alongside a weaker first half: H1 pretax income declined 23.5% year on year, including a US$3.9 million customer receivable write-off. The research note treats a sustained quarterly recovery as important evidence that the valuation case can work.
Cash generation has also improved on the reported figures. Operating cash flow through 31 July 2026 was US$13.35 million, compared with negative US$1.31 million a year earlier. Cash and cash equivalents stood at US$31.78 million in July 2026, versus US$18.72 million in January 2026. Cashu’s normalised trailing-twelve-month EBITDA was US$33.8 million, but the report cautions that normalisation does not establish recurring earnings.

Receivables are the central test

The most important risk is whether reported earnings convert into cash. Receivable days were 150.1 at 31 July 2026, compared with a 75-day median for the six largest peers. Of Perma-Pipe’s receivables, US$37.9 million consisted of unbilled amounts on deliverables that customers had accepted; billing occurs when customers take possession.
That accounting and collection timing helps explain why the stock can look inexpensive while still carrying liquidity risk. The report identifies receivables conversion as the clearest benchmark weakness, with accounts receivable as a percentage of current assets at 60.6%, compared with a 34.3% peer median. Stronger cash collection would improve confidence in earnings quality; continued delays would make the valuation discount harder to dismiss.

Growth options and financing provide potential catalysts

Cashu identifies the Ohio expansion as an organic growth catalyst aimed at U.S. data-centre demand. It also notes a memorandum of understanding with Welspun for a Jordan joint venture supporting water infrastructure. Successful execution could extend the growth underpinning the valuation case, but the report presents these as potential catalysts rather than established outcomes.
The order backdrop includes a US$142.3 million backlog for the quarter to 31 July 2026, more than US$67 million of Q2 new orders and more than US$28 million of North American orders for fiscal Q3 to the end of September. On financing, the JPMorgan-led 2026 Credit Agreement in August 2026 replaced the April bridge facility, while the Alberta mortgage was repaid on 28 August 2026. These details describe the company’s funding and pipeline backdrop, not a guarantee of future performance.

What could invalidate the case

Cost pressure is one clear threat. H1 cost-of-sales growth was 22.5%, ahead of topline growth of 16.0%, which threatens earnings conversion. Geopolitical disruption is another risk: the report refers to Middle Eastern project delays, although management reported intact customer demand and no project cancellations.
The collection risk is more direct. Cashu highlights 150.1 receivable days and the US$37.9 million of unbilled receivables pending customer possession. It also notes that portions of the UAE facility had expired at 31 July 2026, with documentation pending, creating renewal exposure even though facility access was retained.
In practical terms, the view would strengthen if Perma-Pipe sustained the Q2 pretax recovery, converted accepted deliverables into billed and collected receivables, and executed the Ohio and Jordan opportunities. It would weaken if costs continued to outpace revenue, project delays spread, or collections failed to support operating cash flow. Cashu says the report is completely unsponsored and that it has no business relationship with Perma-Pipe. Its BUY rating is general research commentary, not personalised investment advice.
