ITRI breaks ground on Hsinchu advanced semiconductor hub
The Industrial Technology Research Institute (ITRI) breaks ground at its Hsinchu campus on Feb. 14, 2026, for an Advanced Semiconductor R&D Center designed to lower verification barriers for small and mid-sized integrated circuit (IC) designers and startups. The project, developed with Taiwan’s Ministry of Economic Affairs, National Development Council and National Science and Technology Council, is scheduled for completion by the end of 2027 and combines new 12‑inch pilot tooling with upgraded 8‑inch facilities to create an end‑to‑end prototyping environment.
Pilot lines to accelerate chips for IoT and energy devices
ITRI says the centre delivers three core functions — innovative IC design verification, advanced process development and localized equipment and material validation — that shorten time‑to‑market for prototypes and reduce costs for SMEs. By housing Taiwan’s first 12‑inch advanced pilot line run by a research institution alongside 8‑inch capabilities, the facility links chip design, manufacturing, packaging and testing under one roof, enabling on‑site demonstrations that smooth supplier integration into global supply chains.
The consolidated services are especially relevant to makers of connected devices and grid infrastructure, including energy and smart‑meter vendors such as Itron, who rely on timely access to validated chips and packaging for IoT, edge compute and AI-enabled sensors. ITRI expects shared pilot tooling, validation labs and technical assistance to lower barriers for equipment and material suppliers, accelerate local qualification and foster collaborations among research institutes, suppliers and manufacturers that translate into faster prototyping cycles for device vendors.
Government backing, technical scope and ecosystem aims
Minister of Economic Affairs Kung Ming‑hsin highlights that Taiwan’s 8.36% economic growth last year is largely driven by semiconductors and AI, and says the centre will support SMEs with small‑scale, diversified and specialized chip prototyping. The facility provides back‑end‑of‑line process support in the 28–90 nm range, bridging laboratory research and industrial commercialisation to underpin a resilient next‑generation semiconductor ecosystem.
ITRI positions the centre as a magnet for public and private investment into Taiwan’s semiconductor value chain, expecting the integrated validation platform to encourage local qualification of materials and equipment and to speed supplier entry into international production networks. The institute frames the hub as a strategic step to sustain Taiwan’s leadership in chips that power AI, silicon photonics and emerging quantum applications.
